Make sure you hit F1 to read the help if you don't understand something. You have to open trade with countries to make money back, and eventually you have to research renewable energy at a research center. If you run out of cash, you can take out a loan with the budget button as well.

Oh I guess I forgot to mention that if you turn off the minimap/tile colors it runs a lot faster.
