Theoretically moderators can be banned, or his moderator privileges can be revoked. This is an online community, we can't monitor members in real life, so a member may look like a potential moderator, but turn out to be a lunatic once made a mod. It would be sad if we wouldn't be able to stop him, then, wouldn't it?
