Actually, the EASYest way would be:
forget following the caracter, and draw a healthabr like this (copy and paste it):
draw_healthbar(enemy1.x-30,enemy1.y-40,enemy1.x+30,enemy1.y+35,health1,c_black,c_red,c_green,0,1,1).
If you don't understand, don't try to. You can look up the function in the help file.
For all you guys who use D&D, it could be (like me) your first step into the world of GML.
